So, I updated Decrypt9WIP, and apparently you can now convert games and install them without the need of a computer. I'm not exactly sure how to go about this process, however. How can I dump the game and convert it to a .CIA? Thanks!

Hmm, I must've misunderstood then. Oh well, thanks anyways.That is not true. You still need a computer to convert to cia. The newest version only has the ability to dump games and their private headers. I don't know where you got the info that it can also convert, because the github does not say that in the release notes, and in said release notes it even says what script to use to convert to cia.
I think I misunderstood the update. Decrypt9WIP pretty much does what Uncart does now, and I have to convert .3ds to .cia on the computer first.use un-cart?

I'll be adding Mac instructions to my guide in the coming days, just been busy. As for Linux, I think most Linux should be able to figure it out.
