Nope. Even if you could run the Homebrew Launcher from NAND, which I don't even think is possible at the moment, you wouldn't be able to copy it over to the NAND because your SD card reader is broken.

Which DS system do you have? Depending on the model it can be relatively easy (unplug old, plug in new the SD-reader; see ifixit.com for details) or hard (micro-soldering).

oh you meant on your pc . . . everyone assumed you meant the sd reader on the console

if your laptop does not work (or is annoying to use) you can use an android phone (or tablet)

If you don't have an SD reader in the future, you can still use FTP apps or download apps from FBI.

Yep. The TitleDB function in FBI lets you download various 3DSX (Homebrew launcher) and CIA (home menu apps) apps straight onto your 3DS. It does require CFW, however.
