What are the dependencies to build this?
I have properly set up my devkitARM. I can built the Homebrew Launcher from smea's source code.

There are no "dependencies." The errors are telling you what you need to do to fix it. It's a program that hasn't been updated for the latest ctrulib, and thus those functions have changed over time. In any case, I'll submit a pull request on his Github to fix it within an hour or so.
 
Can't you just.. ya know.. press the power button?
I'll quote one of my previous posts if that's fine.

As you keep using the power button to turn your system on and off, the button eventually starts to "indent" itself more in the socket. I use this tool to prevent myself from having to press the power button to shut off my system.

Too long. To be honest, I also even have arm9loaderhax payloads that only turn the 3DS off so that I can exit the homebrew menu with the reboot option and keep a button pressed to trigger these payloads, because pressing POWER for 5 seconds and waiting 11 seconds is too long.

edit the "reboot option" I'm talking about is the one included in the HBL, not that homebrew here. And you'll say "but you could use the quick shutdown homebrew", well yeah but I don't want to fill my homebrew list with stuff like that.

Quick Reboot

Today i introduce you to a basic but usefull 3DS Homebrew: Quick Reboot! With this app you can quickly reboot your 3ds! You just have to open Quick Reboot app! It also has a security check: if this app gets booted with the L button held, it doesn't reboot. This is usefull if you opened Quick Reboot App by accident or if you want to exit Smash Bros Brawl or Monster Hunter 4 without exiting emunand!

How to install:

You can install this app in many ways. As a Gateway's 3ds file, as a .cia file, as .3dsx and smdh files (for ninjhax) or with DownloadMii! You can find files below. Or you can just build it your self! Download all this repo to you computer and run BUILD.BAT (your system has to be properly configured or it won't build anything!)

What i was trying to say is that the link to the quick shutdown.cia also broken ist. Maybe you got that somewhere to.
that i dont i thought i still had the CIA from that as i keep it on my 2 3DS's but i cant find it, if i knew how to dump it and build as a CIA from whats allready installed on my 3DS, then i would.
