I don't know the best place to post this, so I chose here.

Is there currently any way to get the homebrew lanucher on 11.0 (I have a New 3DS.) without any having a specific game?

There is a way to get homebrew on 11.0 through ll.2 using 3ds sound, though getting into the homebrew launcher is half of it. If you want piracy, fast emulators, and in the n3ds' case wireless video streaming, you'll want to install arm9loaderhax and a custom firmware. Is there a hax for 11.3, someone played my 3ds and updated it, I didn't notice it until I tried to use soundhax, which has stopped working.

Update your soundhax and payloads, sadly though if you werent able to install a9lh you're sol for now ;c
