Hacking homebrew launcher refuses to launch

The homebrew launcher will not launch. any attempt to do so returns me to the nintendo 3ds home screen. Is this a common issue?

Are you sure you have the latest boot.3dsx file? Also, what system firmware are you on? What is your console? What CFW are you running? If you ask for help, more info would be nice .

it is the one from the homebrew website, i am on the latest 3ds firmware, i am using a nintendo new 3ds xl. I am using boot9strap. I followed this guide essentially. https://3ds.guide/

It is the homebrew launcher loader your using from https://github.com/yellows8/hblauncher_loader/releases/tag/v1.3 and not a userland entry point. Correct?
