Homebrew Homebrew browser launcher 3ds version 9.9

Just wondering if I'm reading this correct but is my 3ds still able to run the homebrew launcher using the home menu. When I'm reading the readme file, it sounds like it should work.
Even though I'm on 9.9, it doesn't look like my 3ds is going to be able to use the web browser since I have the old 3ds but it seems to work for n3ds owner according to a different thread.

Note that systems where the system was updated with a >=v9.9 gamecard sysupdate have a dummy browser installed, unless an online sysupdate was done afterwards.

It's the same to old and new. But anyway, for HBL itself, V9.9 is supported. You may need other exploits like ninjhax or oot3dhax.
