i think i did it right-what do i do once i enter Data Management?

I don't see a title.db or import.db there
Make those and when you enter data management it should show a message, that's all you need to do.

What I mean is,I have turned my N3ds on and Im on the Data Management screen in settings. What do I select to create those files?Or does the very action of me being in this create then automatically? If that makes sense

Yeah I really don't get this at all.....

You have to create blank title.db and import.db inside the dbs folder from your PC. Then Data Management will detect the "corrupted" files and regenerate the database automatically.

I'm guessing you mean right click and create one?
