Homebrew Help with USB Loader GX Ocarina Cheats?

ive looked at multiple threads but none have helped me... the game im trying to use is Xenoblade Chronicles, im fairly sure i have codes for the right region, as i downloaded them from USB Loader GX. ive tried generating the .gct 2 different ways, and neither have worked. what am i missing?

Did you enable them from the games options, and set it so the game will use them?
Downloading and setting them is part 1 on 2 steps.
Step 2 is telling the game to use them in the games options.
