In addition to installing the .cia you need to put the right folders on your SD card.
Follow the part about 3DS in this official guide:
https://github.com/DS-Homebrew/TWiLightMenu/wiki/How-to-install-or-reinstall-TWiLight-Menu

My advice is to get twilightmenu++ updater and have it set it up for you:

I think the cia files are just for displaying twilight menu on the home screen. you should get an error about it not finding the main file when opening if you don't have the twilight menu files in the correct place. normally, the screen goes white for a few moments upon first boot up.

I let it sit for 5 minutes and nothing happened

I read on the post the creator made that twilight menu doesnt play nice with sd cards bigger then 32 gigs

I'm using a 128GB micro sd card. no issues aside from a few bugs with each new version.

Did you put boot.nds at the root of your SD? Did you extract _nds?

I guess the question is whether or not you're using a flash cart.
I literally cannot the cart reader on my 3ds has 4 pins bent

One was the sd card the system came with a 4GB lexar and a sandisk imagemate 64 gig
Try checking the SD card for errors.
If there are no errors found, or if the white screen persists, try reformatting the SD card to FAT32 with 32kb cluster size.

Already done I ran into some issues Sunday morning getting Luma to be detected by b9s so I formatted it and checked it with hstestw it came back fine and was freshly formatted
