Help With Javascript and HTML

Hey

Doing javascript at school at the moment and i'm stuck at this exercise. Its supposed to validate a form, so if step 1 is incomplete an alert will tell you and the same for step 2. Only problem is it still pops up when step 1 is complete, and the popup for step 2 will not show. Help would be appreciated. I've already asked the teacher and he isn't sure either.

Good ol' "js-fifteen.html" file. Yeah, I made that exact same page about 3 years ago for my Web Design class. Fun stuff. Except not really.
