help with ctr transfer 11.16.0

i cant find the 11.16.0 ctr change file for region change or am i supposed to install the 11.15.0 version on my 11.16.0 hacked japanese 3ds original?

There is no CTR Transfer 11.16.0, You can use lower firmware one.

Yea you can also try the 9.2.0 one if the 11.15.0 one doesn't work.

Yes, this is standard procedure on 3DS Hacks Guide. This link should give you some insight. Even if you're not region changing it's still the same procedure.
