Homebrew Question help with Atmos/dmnt

so I hit a snag starting with atmos 0.14+ Tesla menu/edizon it appears under config_templates the option to disable all cheats at game launch won't work I set 0x1 (activate all cheats) to 0x0 (disable all cheats) but still say launching pokemon shield all cheats remain enabled at boot (which messes up the game) can someone guide me through how to properly set up cheats? thank you

1. You are sure you have deleted semicolon + space before this setting?
2. Is this file in config folder (not config_templates)?
3. Atmosphere may have saved toggles. Delete toggles.txt from cheats folder in atmosphere/contents/*titleid*
