ROM Hack [Help] target.bin unpack & repack (DSOC)

Hi! I want to extract some resource file from the romfs of Devil Survivor Over Clocked, But I saw most of resource file was packed into target.bin
Then I Found a post about how to modify resource file
But the download link of target.bin unpack tool in that post was down,
So Can anyone send me that tool?
