Hardware [Help Request] Streetpass/Homepass

Hi everyone

I tried setting up Homepass/Streetpass via my windows 7 PC and the netsh commands.
I am using macshift to switch the mac address.
with 'ipconfig /all' and 'getmac' i can see that the MAC changes successfully.

SetUp a 'Wi-Fi' Connection and a Virtual HotSpot on W7 'NintendoSpotPass1'.
When I startup my 3ds it connects to the SSID 'NintendoSpotPass1' and I get the glowing NintendoZone Icon.
I can browse the eshop as well as access the browser.

However I get no Streetpasses at all.
It is running for 4 hours now, but I have 'met' 0 people

Could it be the SSID?
( is attwifi still working? read it is blocked...others would be NZ@McD1 and the one I am using right?)

Tried on Android (Nexus 5, running CM13 nightly):
DroidPass app for Android didn't work
busybox method, didnt work
(My MAC wont stay spoofed when tethering starts)
Riiley wont even install.

Also tried MACycler on Windows, but this app was not even able to change my MAC successfully.

Any help is appreciated.
