I have tried to download the Korean firmware following this guide using 3dsnus:

https://gbatemp.net/threads/guide-change-emunand-region.392099/page-21#post-7289317

The problems:
1) after removing the mentioned files I only have ~50 CIAs. Is that normal?
2) While installing (tried both before I delete the files and after I delete the files) I keep running into error in the sysupdater halfway through the & unable to complete the installation.
3) after reboot from the failed installation, my emunand would be non functional - blue light with black screen, but sysnand works fine
4) tried to fiddle with the secureinfo following this guide but doesn't work either: https://github.com/Plailect/Guide_RedNAND/wiki/Region-Changing
5) deleted all the titles ending with J following Plailect's guide, but it seems that I over-delete the items.

Some questions: I've seen ctrtransfer files being 700mb big, but the firmware from 3dsnus is only 100 over mb, even after I patched from the old versions up to v11 (my current jpn n3ds version). Is this normal or am I missing something?

Have seen success with people over the forum saying we can region change by installing firmware pack & edit/inject secureinfo, but I haven't been able to do it.

Greatly appreciate any assistance, thank you!

Here are the exact steps I took multiple times:

0. Download KOR v11 firmware from 3dsnus (once I used the CIAs raw, one time I used the CIAs left after deleting those which were told to delete, one time I compiled the old & new firmwares together, another time I compiled the old & new firmwares together & deleted the CIAs which was supposed to be deleted as they cause emunand to crash)
1. TinyFormat emunand
2. Install FBI, sysupdater, godmode9, place update folder in root
3. Use FBI to delete the existing system titles (once I deleted all those ending with J, most of the time I only deleted those which people have posted to delete)
4. Downgrade using SysUpdater (only once I succeeded the install, the other times the installation failed)
5. Edit secureinfo_A to 05
6. Emunand does not boot - sometimes sysnand boots, sometimes it doesn't

I created a Korean EmuNAND using this guide: https://github.com/Plailect/Guide_RedNAND/wiki/Region-Changing
For the value of SecureInfo_C for a Korean 3DS would be 05, so you'd have to change it to that.
Info: https://www.3dbrew.org/wiki/Nandrw/sys/SecureInfo_A

You can find a 9.0 firmware pack on that iso site.

After you've finished with that guide, you'll need to system format and clear up any system titles that were not cleared by the steps provided on that guide. You'll need to cross-reference with 3dbrew to see what titles shouldn't be there.

Edit: Didn't see your edit after I posted this. Anyways, the above is the general gist of what I did on an Old3DS USA System.

Can I still use 9.0 if I'm using a new 3ds?

Do you remember how big the firmware is cause when I download from 3dsnus it's only ~100mb

About the system format, I was always unable to get into settings. Will just freeze at black screen :/
Is this on the o3DS or N3DS system?

Anyways, you should have had two system settings. You had to make sure not to delete the one of the region you changed to.

I'll PM you.
