The menu you're seeing on images are from the menu from XP/Vista (I think), and can't be achieved from Windows 98, since that is super old.

And seriously, Win98? Get with the times, man!

If you want to make Windows 98 look like XP/vista, tough, buy a new computer.

If you want to make XP/vista look like '98 then right-click the desktop, properties, appearance, windows classic.

Either way you're pretty crazy. Also, try and speak in a vaguely understandable way.

Seriously, I never encountered "at me such question" sentence in my 17 years of life, 12 years spent seeing English

Phrases I don't understand:
"At me such question" I thought this one is as in "It's not polite to throw at me such a harsh question"

"at me of a window 98" and honestly I can't make anything out of this sentence, since all this time, the only way I see the usage of word "of" is in sentence like "a ball of glass" which means a glass ball, "at me" I think means "to me", put these together and we get "windows 98 to me".......

How to change Win98 menu to look like XP/Vista: Install a new OS (which is Windows XP or Vista, depending on which one you like the most) and the menu should look like that

How to change the theme in Win98:
1)On the desktop right-click
2)Click on "Properties"
3)Click on Tab "Appearance" and choose which one you like the most
4)Click "OK"
I'm running Vista mind you, I have vague memory of how to change theme in Win98, but it's the same with XP, isn't it?

install linux (ubuntu, mandriva, xubuntu, whatever) it looks better than vista and doesn't require the resources that it does.
