Hacking Help making a Usercheat.dat file!

I would be very, very grateful if someone were to help me with this. I don't have a PC, so I can't make one myself. I've been using my android to download .dat files off of a thread, and pasting them into my Micro SD using a file manager. Please help me, thank you in advance!
