HELP: LINUX Bedrock Dedicated Server Downgrade

SOLVED: I used Web Archive and got the Client and Server official download from Minecraft themselves, they just sent it to future me, lol. April 21,2021. I'm going to grab other main releases to have a selection and fine tune my own updating. I could still use Bedrock-Server-1.17.0 (not on web archive).

The OFFICIAL file for this is FREE and anyone could download. I don't think this question will violate piracy rules. (Feel free to correct)

I decided to start a NEW world for my grandkids to start playing on. The OLD was massively played on by my kids and their friends through the years and everyone wanted a FRESH World. To my surprise and disgust. All caves are UNDERWATER no matter what seed I use. I researched for the server release BEFORE that 'update'. Unfortunately, I started saving the zip files of releases at the start of 20. What I am trying to get is: Release 1.17.0 Bedrock Edition Dedicated Server for Linux. I already found a loader for the client-side to allow older versions that does not violate Minecraft's Policy (Minecraft still verifies the license). I have no interest in JAVA Edition (OWN it, but I think it is crap).

Thanks for any tips, help. I spent countless days thinking I was screwing something up on the server, till I read it was a deliberate update.

UPDATE: After Email exchanges with Minecraft, they don't care. The water filled caves are from the devs rushing the features in the update that caused the issue. This problem is caused by 'sea level' and x,y conflicting (something like that) causing any open space to be filled sea level and below. I asked why is there some rare small open space not filled, and they gave a technical answer that went over my head. Do they plan to FIX it? NO, devs moved on and left it. I already decommissioned the server and using it for a different Linux server. RIP Minecraft.
