ROM Hack [Help] How to open .narc files?

I was trying to make a small translation patch for Puyo Puyo Chronicle, however almost every single file is a .narc file, and I can't find the right tool to open them. Does anyone know how to open the files?

Oh, I've figured out how to extract files from the narc files already, but I have no idea what to do with those.
