Hardware Help Formatting SD Card for 3DS Use

So about a year ago I bought a 64Gb Micro SDXC not realizing it wouldn't work on the 3DS as it was, nor realizing I could format it to FAT32 and it should work.

Flash forward to today, I pull it back out (it hasn't been opened til today), but I cannot format it.

My Windows 10 PC says it needs to be formatted, but will claim an error when I attempt to do so in exFAt, and will take an hour but fail to format when trying to format to NTFS.

I tried using 3rd party format tools to go straight for FAT32, but they fail as well.

I've tried using DISKPART, but on cleaning I get Data Error (cyclic redundancy check)

I've tried fixing it with CheckDisk, but it says it can't do it because the card needs to be formatted.

Can anyone tell me wtf is wrong with this SD Card? My 32Gb card in my 3DS is out of space and I wanted to upgrade.

You can also try the official SD Association formatting tool. https://www.sdcard.org/downloads/formatter_4/

In my experience if this can't format it the card has gone bad. But I'm no expert on SD cards so take that with a grain of salt.
Installed but all it does is say "Not responding". I haven't even been able to click Format

use a reputable brand card reader. if not just grab a random laptop that has a card reader on it, seriously those laptops had a PCIe interfaced card readers and its faaaast....

most card readers that I had (that is bundled on the flashcart) only manage mere <1MiB/s, its so slow that most programs (specially my formatting tool) make the program not responding (all you need to do is leave it alone for a few minutes, it will respond).
