Change the date too each time you try.

I thought the manual browserhax URL was: http://yls8.mtheall.com/3dsbrowserhax_auto.php

Which detects what browser version and 3DS you have, then initiates browserhax. The QR code leads to the same URL.

Yes, it's the same in this case.
The auto.php/qr code detect which version are you using and hence the exploit to be used, and the spider28hax has the code that old 3ds on 10.3 use

Did you tried changing your 3ds' date to January 1 2000 00:00?

accessed the homebrew by using cubic ninja sky3ds. But lost sky3ds and now find I can install rxtools do not know how to access the homebrew

If you are able to boot your emunand, you can access homebrew from your emunand installing the hblauncher_loader.cia on your emunand

If you don't have the ds prifile thing installed to run rxtools, your only option would be a copy of cubic ninja, oot + another hacked 3ds (or a powersave) or ironhax (but from what I've seen, I think you don't have it installed) and... the browserhax (if you manage to make it work)

Or a flashcard with a cubic ninja's rom of course
