Hacking [Help] ctrtool doesnt support japanese symbols?

I had this problem too. I believe the authors for the program skipped unicode implementation because it was too complex or time consuming (you can find comments suggesting this in the release notes or somewhere).

I set my system locale to Japanese and the file names are still garbled.

It's a bit problematic when you have many files with Japanese names and the program only outputs a few since they all have similar file lengths... and of course this will corrupt your ROM if you try to repack it because of the missing files.

I tried with Fire Emblem and it had this problem too.I dont understand why dev game use these japanese symbols

You can open romfs.bin in hex editor and temporally change filenames into english and rename files back when they are extracted.
