Homebrew {Help} CFW and Downgrading questions

Hi!
Please i don't know if i should post this here or in CFW and flashcards section. Correct me if im wrong.
So i wan't to ask some questions as said in the title.
The 3ds browser works if we don't have updated to 10.4?
If no, could i install themhax manually?
Is SysSafeupdate really safe?
In 9.2 version, installing CFW have risks to brick console?
Can we play JPN or USA CIA's in EUR console?
If so, is HANS compatibke with emunand CIA's?

I would be so grateful if someone, give some time to answer my questions, sorry if i asked anything that shouldn't be asked here.

First of all it depends on your firmware version if the browser will work or not what version are you. You can install themehax with the browser if it works or using cubic ninja if you have a copy. Second question yes it is safe to downgrade as long as you do everything correctly. Third question again you will not brick your 3ds installing cfw as the the cfw is installed to the sd card so if you have a problem just remove the sd card. Fourth question most cfw is region free so yes you can play cia games from Japan and USA on a euro 3ds you don't even need to use hans to launch them. Sorry just seen you are on 10.3 so browser should work fine for you.

You can still use browserhax. Regarding custom firmware, nothing is actually installed to the NAND when using it, so it should be brick-free. All CFW does is patch the system in memory in order to run unsigned applications. Once you reboot the system, CFW goes away until you launch it again.

Browserhax works fine on 10.3

No cia games do not use headers only cart games can get you banned unless you cheat online that is lol

If you soft brick during the downgrade you will end up on 10.4 with no downgrade option. Best thing to do is hardmod and back up nand first.

On a N3DS with 9.9 and ironhax, to use a CFW like rxtools, I'll have to downgrade to 9.2? And there is a way to backup the nand without hardmod? :/

For installing CFW, you should downgrade and unfortunnally, (correct me if my spelling is bad ) you can't backup nand without hardmod/flashcard/CFW
EDIT: Then I still remeber a thread about an app for backin up and injecting NAND just search.
