You could try it on your emuNAND, then you don't need a hardmod. Just make a backup first.

Yeah. Download the N3DS browser CIA from 10.4.0 using 3DNUS.

However, you must modify the CIA a bit.

Don't bother. The only thing it did when I modifyed it was let it actually start. But I just had a bit of time to actually test out the N3DS features of the browser, and it just throws an error. I guess too little RAM & CPU power.
