Both of us are suggesting a better alternative to watching TV. TV is ok for conversational English, but not a good means of learning English as a whole. You need books which can show you how write in proper English and has the right tools needed to teach English.
Using a low-level book will give you the basics you need. You can't just jump head first into a new language and instantly learn it. You need to study and practice it.

Sesame Street for the real basics, at least if I was trying to learn English I would probably start with that. Or some cartoons, like X-Men or Fantastic Four (anything with a lot of action in it so I stay interested.) Maybe some good action movies, Terminator or Robocop or Aliens, lots of action and a few great one liners from Arnold Achwarzenegger will help.
