ROM Hack [HELP] 3DS Logo scrreen when loading modified CIA

I modified a banner for a 3DS game and made it a CIA. This works, along with the sound, but when I launch the game it just loads the 3DS logo and nothing more. Is it because I rebuilt the custom exefs with 3dstool, used a braindump romfs and a decrypted ExHeader? Is there anything I should change to get a working rom.
