For your question, I don't know, maybe a Moderator should come there and answer it? (I think that talking about your games is allowed though, but I'm not sure if posting links to .nds homebrew is allowed or not, but as long as it's not containing copyrighted content it should be, shouldn't it?

You can talk about your homebrew and even post links to your own .nds.
Only posting retail games ROMs is forbidden.

We have a lot of homebrew developers here who present their project and let users beta test.
