ROM Hack Having some trouble

I followed the steps to put the liberty ticket on pokesav then imported my save but the man will not show up what am i doing wrong if anyone can help i'll be most grateful. BTW using a rom of black

Use AR. It works for me and for everyone else. Are you using an emulator or flashcard or what?

Buy a DSTWO from my sig, make the pkm into a AR cheat (which most, if not all PokeSavs have) and load that using L+R on your DS. Emulators for DS and cheats don't go well together.
