Is there some sort of extractor I need to use on a romfs.bin file to get to the game assets? I can't seem to find a tutorial on that sort of thing.

You need to use the utility from Pack Hack to extract the files from the romfs.bin, and also recompile it when you're done.

If you want to look at models and textures, you'll need to use GARCTool to extract the resource files from the GARC files extracted after using Pack Hack. Then, when you've got the resource files extracted, you can use Ohana3DS to view and import/export images and models into the resource files.

Hopefully that answers your question as to which programs you need. You can search for each of the programs I've mentioned to find more specific instructions as to how to use them.
