we havent infinite seeds and if they go to all the people here will be banned so quick (the first one online lived 16 days)

I don't hope so, but if the bans really should be permanent, there is the possibility and would it be make sense to copy the device data of a new same 3DS to the banned 3DS to undo the two bans 002-0102 and 022-2812 and which files have to be changed?
