Has anyone actually been bricked by DBI?

but all the links are pay to download.
None of it's in English so it may be difficult to navigate, but there is options to download without paying/joining stuff (which can be a pain since chinese sites all require cell phones for the account name).

For example, you can click on the brown "城通" button, which opens a new tab. Then click on "城通下载链接" to go to the Ctfile link (a chinese hosting site). Under "Slow download", click on the "Download" button, and the download will proceed in-browser.

yes, but YOU MUST TO LOG IN ON THAT SITE, and for the link works you need «points» on your account and for get that points you can buy it or download and app and complete tasks...

No, you don't. I don't have an account on that site and was able to download just fine; in fact, I have never even seen the site before today. There are a lot of buttons on that page, but that's just how file hosters work these days.

The one you want to look for is underneath the blue banner but before the monthly VIP stuff. It's the box labeled "slow download" and has text "approximately 2 min" and a download button. Click that button.

Blue background would be applet mode, and Black background would be full RAM access mode. You can use full RAM access while launching DBI, but it's not necessary. Just launch any installed game while holding R button to launch Homebrew menu with full RAM. Then launch DBI from there.
