ROM Hack hactool doesn't work on Windows 10 1909

Hi guys, I need to ectract a NCA and then a romfs folder from a XCI/NSP, so I downloaded hactool. I have keys.dat/keys.txt, but it doesn't work, I also tried to open it doing double click but the system says: "This app can't run on your PC. To find a version for your pc, check with the software publisher." It seems that the exe file is incompatible with my Windows version. How can I do to solve the problem?

I think there's a gui for hactool. nsc builder may work. it has a lot of options. in fact, right now I'm compressing a game to nsz.

edit: I should mention that I'm not an expert. I don't even have a hacked system, but I've gotten everything ready for that.
 
When I saw that hactool doesn't work, I tried to use XCI-Explorer for extract the biggest NCA file from XCI and then I extracted the exefs and romfs folders from it using NCA-NSP-XCI_TO_LayeredFS. After that, I moved the exefs and romfs folders in sxos\titles\titleID but SX OS doesn't recnognize the game...
 
Hactool is for usage with cmd, not with double Click, because it doesn't have a GUI. And there is a chance that you have 32-bit version of system and you have tried 64-bit app to run.
