It appears that as of v7.2.0, cheat support has been added to TwilightMenu++.
"Cheats will be read from usrcheat.dat at sd:/_nds/TWiLightMenu/cheats. While all of the themes will read the enabled cheats, currently only the Acekard theme has a cheat menu where you can enable/disable cheats."
So, essentially, you need to create that folder, place a usercheat.dat file inside, (DeadSkullzJr on this forum has a database for them), and be using the Acekard theme in order to enable or disable cheats.
