Hacking hacking old 3DSXL without internet?

hi,my friend has old 3DSXL,but there was problem in it,after 20 seconds it always crash.

after some digging,found that the problem is from the wireless chip,i tried to unplug then plug it again but that didn't help,so that chip must be replaced.

the 3DS on update 7.0
and she doesn't want to bother to order a replacement wireless from ebay because shipping alone will cost $30.

by disabling the wireless in the 3DS the system runs good,but is there a way to hack the system without internet access?
i have cubic ninja,and have another Old 3DSXL system but in the last update.

you can't hack in 11.4 sadly, you also wouldn't be able to hack without internet acess since one of the last steps to install arm9lh requires internet acess :/ sorry

Then the only option i have right now is switch the wireless card from my own 3DSXL to the other 3DSXL and make the hack and change it again.

Step 1: Cart update your 3DS to firmware 9.2 - 11.3
Step 2: Access Homebrew Launcher using Soundhax (or Cubic Ninja, it's up to you)
Step 3: Perform a 2.1.0 ctrtransfer
Step 4: Extract otp.bin using Cubic Ninja
Step 5: Cart update your 3DS to firmware 9.2 - 11.3
Step 6: Downgrade to 9.2 using PlaiSysUpdater or perform a 9.2 ctrtransfer (same method as in step 3, but use 9.2 ctrtransfer image this time)
Step 7: Compile arm9loaderhax installer using your otp.bin (oldschool method, but it still works, A9LH source is available here )
Step 8: On 9.2, access Homebrew Launcher and run arm9loaderhax installer that you have compiled in the previous step
Step 9: Update A9LH to the latest version

Thanks,but i don't have a game that have update 9 on it, i have super smash but it has update 8.0
i have other games but non of them are from 9.0 to 9.2.

It doesn't have to be 9.0 to 9.2, it can be anything from 9.2 to 11.3 (for example, Pokemon Sun&Moon will do the trick). You can also use your Smash cart to update to 8.x and then, this method to update again to 9.2. The fact that you own Cubic Ninja gives you all sorts of possibilities

maybe it's just easier to swap the wireless cards just for the hack and return it after that.

The best method:
1. Update to 9.2-11.3 using a game
2. Do a 2.1.0 ctrtransfer
3.Get the OTP
4. Update to 9.2-11.3 again
5. Install A9LH using SafeA9LHinstaller:

But instead of using the browser, use the Homebrew launcher
