lemmie start by saying that i have very few real experience in hacking or emulation. The only thing i’ve done remotely connected to that sort of thing is successfully hombrewing a Wii U, though unsuccessfully getting any games on it. given my scenario involves a more recent console, (Xbox series X) I might need some guidence. Alright, now that that’s out of the way, im looking for a way to install COD BO games 2-4 or 5, with cold war thrown in there, and ALL the possible map packs, obviously all for free. What service might I use for that sort of thing?

If you are talking about getting COD, or any games for that matter, for free on the Series X, you are out of luck. There is no mod/ jailbreak for the Series S/X systems as of yet. Your best best is get Gamepass, a few COD games are on there.
If you mean on the Wii U, then look thru these threads for your answer- https://gbatemp.net/forums/nintendo-wii-u.245/

Public hacks and mods do not exist on Xbox One and above, so what you're asking does not exist in the first place.

There is a game decryption demonstrated, but that only works on an exploit patched two years ago and isn't practical in all senses.

Exactly Microsoft seemed to learn that lesson during the 360 era with all the jtags popping up online and modding call of duty & a variety of other games as well.
To be fair that took YEARS

It wasn’t until Jester started XBL Stealth that we started to see things like that. That was not cheap at all though

For a long time modded consoles would get instantly banned when they got online. Unless you had a properly flashed console for ISO mods or did some hot swapping shenanigans but those only work for World at War or earlier CODs afaik
