hacking a PS2 Game

I recently came across a English Patch for Kingdom Hearts 2 : Final Mix. This made me think, could anyone change a Ps2's text to what he or she wants? And what tool(s) would he/she need?
 
Kind of- the basic concepts are the same as any device that uses a filesystem (that is to say anything other than the GBA and 16 bit or older systems). The PS2 filesystem is split between standard iso filesystem (most games doing nothing but) and raw DMA reads (square enix being especially fond of this method- see a lot of the audio ripping for PS2 stuff).

Everything that is not platform specific (graphics/tile editors, disassemblers and filesystem stuff although this is standard iso save when it is DMA- mainly for sound and that has scanning tools) holds for the PS2 as well. What little I have done on the PS2 points to some interesting compression, obfuscation and not much development compared to the likes of the DS.
