Which PS TV firmwares are hackable? I still haven't updated my PS TV which is still on 3.20, purchased the bundle that included: DualShock PS3 controller, The Lego Movie game.

Some things I'd to squeeze out of my PS TV:

PSX/PS1 game ROM loading/emulation.
PSP game ROM loading.

Actually having a second vita won't help you much if you didn't activated the vita TV.

Your best shot is getting a ps3 or have some friend download your games in a Ps3 and letting you transfer the games using the cma + ps3 trick.

How does downloading games via PS3 work to transfer them work, though? Would I have to purchase them?

3.20 is recommended as you get the ePSP kernel mode exploit (TN-V10), PS1 loader (TN-X) and the package installer. The kernel mode exploit (TN-V10) basically gives you a complete 'virtual' modded PSP complete with the XMB menu, the PS1 loader (TN-X) lets you load your own isos using the Vita's PS1 emulator.

You have to purchase the exploit games, but it's worth it. You can use a friend's PS3 to do it, you only have to do it once. I'm not sure if I'm allowed to talk about other sites but wololo.net is more PSP/Vita-centric so they have more guides and more people on the forums who can help.

Will the purchases have to be made from my own account or my friend's account if I use my friend's PS3?

Also:

How would I go about activating my PS TV via a PS3?

You have to purchase the games with the same account that you have registered on your PS TV. You can register an account on the PS TV without connecting to the internet, you don't have to 'activate' it as such.

Can you or someone else explain why I wouldn't have to activate my PS TV? The system activation option's greyed out...

You do need to actvate the vita TV, it can be done. Take a look in guides section on wololo.net

Actually activating a vita tv is kinda different (I forgot that you can't use the usb port on vita tv to transfer games).
You are going to need to read the guide on this article to setup vita update blocker:
http://wololo.net/2015/05/15/vita-update-blocker-working-for-firmware-3-51/
To activate your PS TV (a ps3 console with access to ps store and psn is recommended):
Step 1 - Link a psn account on your ps vita (it's highly recommended that you use a account that only you have access because you can activate only 2 vitas with one account), you can do it by perfoming a system restore.

Step 2 - Acquire any free Vita content (free to play games like treasure of montezuma works) and download it on the ps3.

Step 3 - Set your ps tv wifi or ethernet connection to use ps vita update blocker proxy, access the PS Store on your vita tv

Here we have 2 options:
Step 4.a - Without PS3: Download any free Vita content on your ps vita tv, you can try accessing your download list at ps store to get your free to play game. But sometimes the console will ask to update or log you out of store.
Step 4.b - With PS3: Open content manager on your vita tv, make your vita tv access the ps3. Copy the game, your vita tv will be activated without upgrading the console firmware.

To exploit:
Step 5 - Purchase one of the games listed in this image ( http://www.zload.net/bilder/PSVita/VitaExploitChart.png ) that have the following information: 3.20 (or higher) and below, eCFW/Bubbles for PSP games and PS1 Loader for ps1 games. Mind that you have to purchase the correct title for your PSN account region.
Step 6 - Search on wololo the guide to install the specific exploit games that you've had purchased.

You are going to need QCMA to backup your games.
I think that this guide will help:

My PS TV is still unactivated even after copying over that freebie game you suggested from PS3 over to my PS TV. Was I supposed to copy with the proxy enabled on my PS TV? I had the proxy enabled on my PS TV while copying the game from PS3 > PS TV. Or, am I supposed to launch it after having copied over the game to my PS TV?

My 3.20 PS TV is still unactivated. I purchased Patapon 2 via PS3 on OFW, copied it over to my 3.20 PS TV via OpenCMA content manager using Vita update blocker + proxy configured on PS TV. Launched Patapon 2 after copying it over and my 3.20 PS TV is still unactivated.

0080900 now I'm out of options to offer, transferring Patapon2 or Treasure of Montezuma from PS3 to your Vita should had done the trick already.
At least it got my Vita TV activated on 3.18 (but back then the most recent firmware was 3.50, not 3.51).
