If you mean CTF themes, just install the CMXB plugin like any other plugin and put the CTFs in ms0:\PSP\THEME (same folder you put official PTF themes in). Then enable them in the same way as any other theme from the PSP Settings menu.
If you mean PTF themes, just put them in ms0:\PSP\THEME and enable them in the PSP Settings menu.
[Note: ms0 = memory stick, this is just how it is often referred to in the PSP scene as this is what it is called internally by the PSP]
