    either the R4i Gold 3DS @ r4ids.cn ($1x) or the DSTWO ($3x).
The R4i Gold has quick updates and great support with WOOD. Be sure to get the r4ids.cn version and not the clones. The DSTWO has extra features like real time saving, GBA, and a built-in CPU.

    I recently purchased a flashcart from http://www.zhuzhuchina.com/store/supercard_dstwo_slot_1_multilanguage_1_4_4_compatible_gba_iplayer_mediaplayer_3ds_preflashed.html

I had the option to pay through Paypal but you need to contact them first if you want to pay with Paypal.

Any decent flash cart will run emulators, but you're generally limited to the NES and GB/C era. SNES/Genesis and above don't work that well (or at all), unless you go for a specific one like the DSTwo with better SNES/GBA emulation).
