Hacking GodMode9 and Config menu will not launch

I am using an old 3ds on firmware 11.13.0, I have all the correct folders and files, and I've checked that the start and select buttons are working. I've also used ctr-no-timeoffset twice. Nothing seems to be working, and I can't update b9s because I can't launch GodMode9. Please help. Also I may not be able to check responses on this thread for a bit.

Check if your SD card is fake, faulty, or dying.

1. Copy everything off the SD card to a computer.
2. Quadruple reformat.
3. Full Write + Verify the empty card in H2testw. Do not skip.
