GM9 isn't exporting GBA save correctly

I'm trying to export my Pokemon Sapphire save file from my 3DS. I am following the correct steps to export a GBA VC save. I open the GBA game, let the game load, exit to home menu, power off, then load GM9 to export the save. However, GM9 exports a save that's not current and is several hours old. What am I doing wrong?
