I'm pretty sure only the eShop is allowed to install DLC, even free DLC, which requires you to disable update protection to access

As for updates they can be downloaded with nusgrabber and installed with wup installer, assuming you mean a retail copy, or simply use nusgrabber and decrypt, adding and replacing the update files to your game's content directory

If by free DLC you mean DLC that's available in the eShop for free, then yes, you would first disable your update protection (if you have any), then use nnu-patcher (if you are under FW5.5.1), then simply download the DLC off the eShop
If you mean DLC for pirates, it is not possible at this time

you can download dlc from nusgrabber by replacing the "C" in the title id. For example, 0005000C-xxxxxxxx instead of 0005000E-xxxxxxxx used to grab updates. The only thing is everything needs to be decrypted by a ticket you get from purchasing the content in the eshop. So the short answer to OP is NO
