ROM Hack GBA VC Injected Games Region

As the title says, what is the region of vc Injected gba games?
FBI says: "Region Free" but if that were true some games with differences between regions wouldn't be region free... do you have an explanation for this? Also, how does this affects the save files?

The fact any region of 3DS can play them (only because the title's icon flags are set in a certain way - and you probably use a CFW with region free patches anyway) has no impact on the ability of the actual game to have been built into different variants...

...and, since such region-specific builds are technically completely separate games, their saves may or may not be compatible at the discretion of the developers
