I've seen it done with the CycloDS but I was wondering if it was possible w/o downloading a program or with some kind of homebrew. If this question was asked before please point me to the topic. thx in advance.

It has never been done without an Slot 2 card -- Don't know where you "saw" it being done on a CycloDS, but you *must* have a Slot 2 card if you want to play GBA games.

what you saw was most likely a dpg recording of a gba game, or a game that looked like a gba game.

Or it was an SNES game and you thought it was GBA (Zelda: LttP, Mario, etc.)

More likely it was just some running a GBA game on a 3-in-1 through the Evolution menu. It's hard to mistake a GBA game, what with the big GAME BOY logo at the beginning.

Lameboy is Gameboy colour though, Kind of hard to mistake Gbc games for Gba.
