is there any homebrew/app that can play GBA roms without using the 2nd slot like old NDS/NDSLite? it's may useful because DSi doesn't have the 2nd slot.

The storage space doesn't have anything to do with it. I'll try to simplify it: GBA games are built in a way that needs the data immediately. If the data is not delivered in time the game just crashes, which is why (some of the) early GBA flashcarts needed to patch the ROM in order to run correctly. However, DS games can stream the data from the game cartridge and therefore the transfer speed can be slower.

Because size doesn't have anything to do with speed, does it.

Anyone want to have a sweepstake on how many threads there are about playing GBA games on a DSi with a flashcart? I'll go for 24.

Actually, you could say the DS slot supports bigger storage BECAUSE it is slower, for the speed of the GBA slot is due to the memory being adressed directly, much like the built-in RAM, limiting the adress range to that which the processor provides, which corresponds to 32 Megabytes. This is also the reason why flashcarts using RAM (which is just about every SD- or NAND-loading GBA cart as well as most GBA expansion Packs) can double as a memory expansion.
The DSi might be able to support GBA emulation/virtualization when DSi Mode is cracked due to its larger RAM, but constraints on ROM sizes are very possible.

No, unless we somehow write to the ram and boot the gba game from ram, but otherwise, probably not. Besides the dsi only has 16 megabytes of ram.
