is there any homebrew/app that can play GBA roms without using the 2nd slot like old NDS/NDSLite? it's may useful because DSi doesn't have the 2nd slot.

The storage space doesn't have anything to do with it. I'll try to simplify it: GBA games are built in a way that needs the data immediately. If the data is not delivered in time the game just crashes, which is why (some of the) early GBA flashcarts needed to patch the ROM in order to run correctly.
