But it can't work with roms and only homebrew....

you cannot play GBA games on a DSi or DSi XL, you need a DS or DS Lite and a GBA Expansion Pak to do that
on the DSi you can purchase the Supercard DSTWO to emulate gba games using the cards onboard hardware
