I think that it does not actually refer to frameskipping, maybe he used a template for emulators and forgot to change the text.
BTW, GBA games run on the slave processor of the DS, which was the main processor of the GBA.

Is there really a frame skip option in AGB_FIRM? I thought it was running the binaries 100% natively instead of emulation (and on a much faster ARM than the GBA too). Can anyone clarify?

I borrows DSTWO's template and haven't figured out how to change it.

I said earlier that "Breath of Fire" was working but it was wrong, it works (was probably a save problem but with the new footer program that autodetect it, I tested both "Breath of Fire" and they both works.

Sega Smash Pack (E) works. Haven't tested other regions. Just tested whatever region freeroms gave me. About to test Sonic Battle (E). I hope it was okay of me to go in and edit the games in myself?
