Does local multiplayer even work if you play the Japanese version and your friends have the US one?

Depends on what game, I have a Japanese 3DS and an English 3DS, but local Mariokart 7 doesn't work. (Haven't tested any others)

yea i figured after going back to hack and homebrew disc. now im already on 8.1 with said leak

mario kart 7 didn't work for me across regions, nsmb 2 did, pokemon did, i haven't tried many though
