Hacking Gateway 4.1B installation trouble

I'm trying to install the gateway 4.1B private beta for "fast boot".
I followed the guide linked from the gateway site: http://scmods.com/gw_guide/GWFB-1.0.pdf

I was able to get into the time machine menu and then updated to 10.3.0-28U firmware as instructed.
Then I rebooted the 3ds, and it launched into the normal 3ds menu instead of launching gateway.

The instructions say that if it doesnt boot properly at this point, then to go to the "normal" gateway instructions and install menuhax.
This is where I am running into a problem.
I get up to the point where you are supposed to go to a url via the web browser. But when I try to use the web browser, it tells me that I can not use the browser until I perform a system update. I have already set up the dns blocking as instructed, so what am I supposed to do at this point?

Maybe downgrading back to 9.2 will work?

After following http://wololo.net/2016/01/04/3ds-system-software-downgrade-tutorial/ and copying some additional files to my sd card, it looks like I am once again able to access the web browser, so I think I should be able to proceed from here. Looks like the browserhax site is totally down though :\

You don't have another way of homebrew, like cubic ninja or ocarina?
